Six Accused Chargesheeted in High-Profile CAT Record Tampering Case: CBK

Srinagar, November 19: The Economic Offences Wing (EOW) of Crime Branch Kashmir has filed a chargesheet in FIR No. 87/2022 under Sections 209, 409, 420, 467, 468, 471 and 120-B of the IPC before the Court of Chief Judicial Magistrate, Srinagar.

The chargesheet has been filed against the following accused persons:
Pathan Majid Ahmad Khan of Takia Khan, Sopore;
Mushtaq Ahmad Rather of Ali Bagh Hygam, Sopore;
Mudasir Yousuf Wani of Tujjar Sharief, Sopore;
Ghulam Mohammad Reshi of Yamberzal Wani (Harda-Shiva), Sopore;
Bashir Ahmad Dar of Bonpora, Nowpora Sopore;
and Anoop Mishra of Prayagraj (currently residing near DC Office, Jammu).

The case began after a communication highlighted suspected tampering of official documents submitted before the Central Administrative Tribunal (CAT) in TA No. 4100/2021 by the office of the Chief Horticulture Officer. A formal case was registered and investigation was initiated.

The investigation found that records submitted before CAT Srinagar had been illegally altered while in its custody. The main accused, Pathan Majid Ahmad Khan, allegedly conspired with CAT employee Anoop Mishra and other beneficiary employees to make unauthorised changes in official documents related to their regularisation in the Horticulture Department.

During searches, investigators recovered at least twelve official seals of various departments and institutions—including those of the Director Horticulture, BDO, Tehsildar, ZEO, Principals and Headmasters—from the residence of Pathan Majid Khan.

Call detail records and WhatsApp chats further supported the conspiracy and criminal breach of trust involving the CAT employee, confirmed through data extracted from Pathan Majid Khan’s seized mobile phone.

The chargesheet has now been submitted before the court for judicial proceedings.
