ICC Jammu Hosts ‘Trade & Logistics Conclave 2025’; Hon’ble LG Announces J&K Logistics Policy 2025

Jammu, 20 November 2025 — The Indian Chamber of Commerce (ICC) Jammu today organised the “ICC Jammu Trade & Logistics Conclave 2025”, bringing together government leaders, senior officials, policymakers, industry heads, logistics experts, and representatives of civil society to deliberate on strengthening Jammu & Kashmir’s trade and logistics ecosystem. The event holds added significance as the Indian Chamber of Commerce celebrates 100 years of its establishment.

Welcoming the participants, Sh. Rahul Sahai, Chairman ICC Jammu, expressed gratitude to the Chief Guest, Hon’ble Lieutenant Governor of J&K, Sh. Manoj Sinha Ji, for his presence and for the transformative governance reforms that have reshaped Jammu & Kashmir since 2020. He also acknowledged the dignitaries present, including Sh. Vikramjit Singh, IPS, Commissioner Secretary Industries & Commerce Department, Mr. Debmalya Banerjee, Regional Director ICC Northern Region.

Addressing the Conclave, the Hon’ble Lieutenant Governor Shri Manoj Sinha Ji said that “Jammu is rapidly emerging as a trade and logistics hub connecting Ladakh and the Kashmir Valley with the country’s trade corridors,” adding that the remarkable expansion of road and rail connectivity in the last five years has unlocked the region’s immense economic potential. He highlighted that the National Logistics Policy, launched under the leadership of the Hon’ble Prime Minister Shri Narendra Modi, has accelerated reforms in the logistics ecosystem, enhanced digital integration, strengthened multimodal connectivity, and transformed infrastructure planning at a national scale. The LG further stated that improvements in storage, multimodal connectivity, logistics capability, and last-mile connectivity have ensured that even remote areas remain connected to mainstream development, with e-commerce penetration and the expanding retail sector significantly increasing the demand for warehousing and logistics facilities across the Union Territory.

The Hon’ble LG emphasised that a robust storage, logistics, and warehouse ecosystem is essential for propelling the economy towards self-reliance, strengthening producer-to-consumer linkages, and fulfilling the aspirations of traders, industrialists, farmers, artisans, and MSMEs. He announced that the Jammu & Kashmir Logistics Policy 2025 will be unveiled shortly, introducing a comprehensive framework focused on multimodal logistics, development of dry ports and warehousing zones, and large-scale private sector participation. The new policy will also confer industry status on the logistics sector, enabling it to receive the full range of benefits offered under the industrial policy. He informed the gathering that under the PM GatiShakti National Master Plan, 49 major logistics and connectivity projects worth ₹3,000 crore have already been mapped, helping improve coordination, reduce logistics costs, and strengthen last-mile connectivity to industrial estates. He also announced that a Multi-Modal Logistics Park (MMLP) will be established at Vijaypur, Jammu, under a PPP–DBFOT model, offering state-of-the-art facilities such as an Inland Container Depot, warehousing complexes, cold storage units, a truck terminal, and a container freight station.

The Conclave featured insightful sectoral presentations from senior experts including Sh. Uchit Singhal, IRTS (Senior Divisional Commercial Manager, Northern Railway Jammu Division); Sh. Surinder Bamal (General Manager, Punjab Container Corporation of India);Sh. Vishesh Paul Mahajan, JKAS (Transport Commissioner, J&K); Sh. Haseeb Mughal, IPS (DIG Traffic Jammu); Dr. Arun Manhas (Director, Industries & Commerce Jammu); Sh. Amit Kumar Tamaria (Joint Director, MSME-DFO Jammu); Sh. Ashok Gupta (General Manager, J&K Bank); Sh. Navin Kumar Chaurasia (Regional Officer, Ministry of Road Transport & Highways, GoI); and Sh. Karan Singh Wazir (Chairman, All J&K Transport Welfare Association). Their presentations addressed emerging opportunities and challenges across railway cargo, air cargo, containerised movement, road transport, warehousing, and the broader logistics ecosystem.

The event also witnessed strong participation from Jammu’s trade bodies, civil society members, and industry associations. Prominent attendees included Sh. Surinder Mahajan (President, Raghunath Bazar Association); Sh. Ashish Gupta and Sh. Anoop Gupta (Kanak Mandi Traders Association); Sh. Sham Lal, Sh. Sunil Gupta, Sh. Deepak Gupta, and Sh. Rahul Gupta (Ware House Traders Federation); Sh. Arun Gupta and Sh. Manish Gupta (Jammu Chamber of Commerce & Industry); Sh. Varinder Jain and Sh. Sanjay Langer (Association of Industries Gangyal); Sh. Sanjay Bansal (President, FITTI);Sh. Sanjeev and Sh. Robin (Rotary Club Jammu); Sh. Sandeep Jain (Jain Sabha Jammu); representatives of Kailakh Jyotish & Vedic Sansthan Trust; Sh. Sandeep Sharma (Zonal Head, ICICI Bank); Sh. Anil Kapai; Sh. Vijay Saraf; and Sh. Ajay Anand (Amar Singh Club Jammu) among others.

In his concluding remarks, Sh. Rahul Sahai reiterated that the Conclave aligns with the Hon’ble Prime Minister’s vision of Viksit Bharat @2047, underscoring logistics as the backbone of economic growth and a catalyst for positioning Jammu as a major industrial and commercial gateway for North India. He expressed confidence that the insights and policy directions emerging from the Conclave will help build a strong, efficient, and integrated logistics ecosystem in Jammu & Kashmir.
